You can add all non-first-level-type cards to tree from card view (according to tree configuration). The way you add cards to tree from card view is by giving values to tree relationship properties.

For example, given your scenario, you can add any Story or Task type cards to tree from its card view, but NOT User Request type cards. Say you are on Story 1’s card view. This card has one tree relationship property – maybe called something like ‘Decomposition – User request’. If you give a value to this property – User Request 1, then Story 1 will be added to tree as a child of User Request 1 card.

You can also set up a transition to give a value to tree relationship properties so that you can trigger it from card view or from list/grid views.
